Argentine President Javier Milei sent to Congress, as promised, a bill that prohibits the monetary issuance to finance the fiscal deficit, demanding that each national budget be approved in balance or with surplus, something desired by critics of the Central Bank such as Bitcoiners.

The project, entitled «National Commitment Law for Fiscal and Monetary Stability«, Provides criminal sanctions for officials who fail to comply with their provisions and seek to minimize discretion in the management of public resources.

This was expressed by the presidential spokesman, Manuel Adorni, at a press conference, just over a year that Milei advanced that they would present this bill.

In dialogue with cryptootics, Agustín Kassis, CEO of Crypta, a Bitcoiner community in Argentina, stressed that It is an unpublished measure in the country’s economic history. In his opinion, the initiative sends a forceful message, both to Argentines and international markets, about the decision to maintain fiscal balance.

«This is an unprecedented measure in Argentina. The closest thing was the restriction in convertibility … it was clearly not effective and not with criminal sanctions to officials as is the case. This is a forceful message that reinforces the commitment to fiscal deficit 0, ”he distinguished.

Although he admits that the inclusion of criminal sanctions generates certain reserves, Kassis believes that change must be addressed with conviction, without margin for exceptions that in the past made Argentina a field of uncertainty. In his words, it is a «controversial but necessary» measure to direct the country towards a more predictable and viable economy.

«I confess that whenever the criminal part appears, it bothers me a little but I agree that this path must be changed with conviction. Both the country and the foreigner must be clear that the change is safe and determined. The exceptions were always the rule that sank Argentina into a sea of ​​uncertainties, which transformed it into an unfeasible country. Controversial but necessary measure ».

The convertibility to which Kassis mentions was the economic regime that governed in Argentina between 1991 and 2001, under which each peso issued should be supported by a dollar in the reserves of the Central Bank. This policy managed to drastically stop hyperinflation, and allowed the country to cross a decade of price stability.

The convertibility was officially repealed at the end of 2001, after a severe economic, social and financial crisis that had begun to take shape in the late 1990s. The combination of recession, unemployment and restrictions on bank deposits led to the collapse of the system and the resignation of President Fernando de la Rúa. However, over the years Argentina again faced inflationary problems.

The Kassis position reflects Argentina’s historic struggle against the loss of value of its currency, a phenomenon that has eroded the purchasing power of the population. The issuance of money to solve state spending He undermined confidence and fed constant devaluations.

In this scenario, Bitcoin (BTC) has gained relevance, in Argentina as in the world, among those who seek to protect their capital, by offering an alternative based on scarcity and the impossibility of arbitrary emission – only 21 million units will exist – in contrast to the vulnerabilities of the Fíat money.

It is also important to mention that, since the arrival of Milei to power in December 2023, the country has remained with zero deficit, after what is called «the greatest fiscal adjustment in history», and the indicators show an improvement in the inflation front.

According to data from the National Institute of Statistics and Census (INDEC) of Argentina, in July 2025 Monthly inflation was 1.9%with an interannual variation of 36.6%. The contrast with 2023 is evident: in December of that year, when Milei assumed, monthly inflation reached 25.5%.

With the bill, Milei expects legislators and upcoming governments, even if they are not related to their economic ideas, maintain fiscal balance so as not to generate currency and inflation devaluation with the issuance of money.
